Why do African governments bother going through the process of budget preparation and presentation to parliament when they have no intention of honoring them? An exercise of futility? Are the budgets worth the paper they are written on? Unfulfilled budgetary promises add to the misery of rural populations as it compromises their attempts at preparation and cannot appropriately adjust their expeditures. It is a very effective way of keeping the population guessing and the poor poorer. Unfortunately,the population has no way of reacting, much as they may have a representative in parliament.
